New phase of the JDS program: artificial intelligence, smart cities, and modern administration
Uzbekistan and Japan prioritize human capital development, strengthening civil servants’ professional capacity, and bringing advanced international practices into public administration. Cooperation with the Japan International Cooperation Center (JICE) and the Project for Human Resource Development Scholarship (JDS) continues steadily.
U. Khusainov, Head of the Agency for Governance Efficiency under the President of the Republic of Uzbekistan, met with Tomomi Igarashi, JDS Project Representative of JICE.
Discussions focused on enhancing the JDS program in line with new development priorities, expanding its coverage, and improving the efficiency of training highly qualified public sector professionals for Uzbekistan. Special attention was given to participation in the JDS program, admissions for the 2027-2028 academic year, attracting highly qualified candidates, aligning educational directions with environmental sustainability and climate change, and expanding opportunities to study the Japanese experience – enhancing knowledge and skills in areas such as seismic hazard management, emergency preparedness, sustainable infrastructure, Digital Twins, GIS, and intelligent transportation systems, as well as the effective use of the potential of JDS graduates, systematic monitoring of their professional development, and their contributions to the public administration system after returning to Uzbekistan.

An agreement was reached to continue cooperation consistently, bringing the JDS program to a new stage of development, aligning it with Uzbekistan’s strategic priorities, and widely introducing modern knowledge and advanced Japanese experience into public administration practices.
By order of the President of the Republic of Uzbekistan, the Agency for Governance Efficiency will serve as a National Partner for international scholarship programs that provide civil servants with the opportunity to study abroad. A representative of the Agency for Governance Efficiency has been appointed as the chairman of the project’s organizing committee.
