Japanese experience: enhancing governance efficiency via human resource management
In Tokyo, the Japan International Cooperation Agency (JICA) held an international Knowledge Co-Creation Program focused on human resource management in public administration, combining scientific and practical approaches.
The event gathered civil servants from 14 countries, including a representative from Uzbekistan’s Agency for Public Administration Efficiency.
The participants discussed Japan’s civil service system and its historical development, including the roles and independence of the National Personnel Authority (NPA). They also considered the selection and recruitment processes, performance evaluation, working conditions, social security, the civil servant code of ethics, disciplinary responsibilities, and modern strategies for retaining skilled personnel.

At Fuji City Hall in Shizuoka Prefecture, the participants gained detailed insight into the phased development system for engineering and technical personnel, while at Cybozu Inc., they learned about reforms implemented through flexible employment policies.
