Tashkent hosted a meeting between Sardor Rajabov, First Deputy Minister of Higher Education, Science, and Innovation of the Republic of Uzbekistan, and Emin Amrullayev, Minister of Science and Education of the Republic of Azerbaijan.
During the talks, both sides emphasized that strategic cooperation between the two countries in higher education, science, and innovation has entered a new stage.
The parties agreed to deepen collaboration in key areas, including personnel training, the implementation of joint educational programs, participation in scientific projects, and the exchange of experience.
Following the meeting, several important agreements were announced:
Strengthening cooperation in science, research, internships, and innovation;
Promoting student exchanges under the “Study in Uzbekistan” and “Study in Azerbaijan” programs;
Implementing joint (double-degree) educational programs;
Advancing cooperation between techno-parks, innovation centers, and startup initiatives;
Expanding academic mobility opportunities for professors and students;
Allocating up to 10 grants for citizens of both countries and organizing student studies starting from the 2026/2027 academic year;
Holding the following forum of university rectors from both countries in Baku in 2026;
Considering the establishment of an Azerbaijani university branch in Uzbekistan;
Creating a joint expert group to support the development of science and innovation.
The meeting concluded with the signing of a Memorandum of Understanding between the Uzbekistan Agency for Innovative Development and the Azerbaijan State Agency for Science and Higher Education.
