Tashkent to establish SCO Universal Centre for Countering Security Challenges and Threats
The Lower House of Parliament considered, in its first reading, the draft law “On Ratification of the Agreement on the Universal Centre for Countering Challenges and Threats to the Security of SCO Member States (Tianjin, September 1, 2025)”.
“The difficult geopolitical situation observed in the world today requires further strengthening of cooperation between states”, said MP Gulchehra Tojiboyeva. “In this regard, elevating security cooperation within the SCO and developing effective mechanisms for a joint response to current threats are particularly important”.
Under the agreement, the Universal Centre for Countering Security Challenges and Threats will be established in Tashkent, under the SCO Regional Anti-Terrorist Structure. It will also incorporate the Information Security Center and the Center for Countering Transnational Organized Crime, both located in Bishkek.
The Universal Center will facilitate information exchange among the competent authorities of SCO member states, joint analysis of security threats, the organization of joint events and practical exercises, and cooperation in professional development.
The Agreement also sets out the center’s legal status, management system, financing procedures, and mechanisms for interacting with the competent authorities of the Organization’s member states.
As noted at the meeting, ratifying this international document will expand practical security cooperation within the SCO, enable prompt, coordinated responses to current threats, and strengthen Uzbekistan’s role in ensuring regional stability.
