New opportunities for entrepreneurs
Jamshidbek Isroilov, the Andijan regional representative of the "Organization of Electronic Online Auctions" JSC, spoke about the new benefits and conveniences introduced for entrepreneurs in purchasing state property and land plots.
During an open dialogue with entrepreneurs held on August 18 of this year under the chairmanship of President Shavkat Mirziyoyev, important initiatives were put forward to further support entrepreneurial activity, bring state assets and land plots into economic circulation, and reduce excessive bureaucratic barriers for business.
In particular, the purchase of state assets will become more accessible. Specifically, when an entrepreneur buys a state asset, the advance payment will be reduced from 30 to 15 percent. An entrepreneur who pays the full value of the asset within 6 months will receive a 25% discount.
Additionally, an entrepreneur who has paid 50% of the purchase amount will be able to pay the remaining balance in interest-free installments over 7 years. This will allow entrepreneurs to effectively use the acquired property and direct these funds toward their business activities without spending large sums of money all at once.
From now on, khokimiyats will auction land plots as a "ready-made package" that includes construction permits, architectural-planning assignments, and project documentation. As a result, after purchasing a land plot, an entrepreneur can begin construction work without excessive bureaucratic procedures.
Furthermore, the advance payment for the infrastructure fee will be reduced from 20 to 5 percent. This will also significantly reduce the financial burden on entrepreneurs when launching new projects. 2,500 properties on the balance sheets of banks will be offered to entrepreneurs.
Another significant opportunity for entrepreneurs is bringing real estate held on the balance sheets of banks into business use. The sale of 2,500 properties on bank balance sheets, with a total value of 9 trillion UZS, will be permitted at a discounted price, with no down payment and an interest-free installment plan.
The new regulations are aimed at offering state assets and land plots to entrepreneurs on more favorable terms, bringing vacant and inefficiently used properties into economic circulation, and accelerating the implementation of investment projects.
Most importantly, these opportunities created for entrepreneurs will serve to establish new enterprises, expand production, create new jobs, and increase the economic potential of the regions.
