A new operational system will be introduced into the public safety activities of internal affairs bodies

The operations of internal affairs agencies are undergoing a fundamental transformation to ensure public safety. A new system is being implemented, focusing on close dialogue with the public and the prevention of crime. The authority of community policing inspectors has been significantly expanded.

A Presidential Decree "On Measures to Introduce a New System for the Public Safety Activities of Internal Affairs Bodies" was adopted.

According to the decree, adopted on September 4, 2026, the public safety units of internal affairs bodies will be organized as an integrated system based on the following priority operational mechanisms:

Responding promptly to citizens' inquiries and reports, regardless of the service route or jurisdiction;

Engaging in direct, close, and open dialogue with the public and assisting in resolving issues that could lead to offenses;

Identifying and eliminating the causes and factors of offenses directly on-site, and establishing targeted, daily preventive work with individuals in at-risk groups.

Administrative liability will be established for obstructing a prevention inspector from performing their official duties.

Prevention inspectors will be granted the following additional powers:

To issue an administrative warning for 17 types of minor administrative offenses committed for the first time that fall within their jurisdiction;

To impose administrative penalties for 4 types of administrative offenses related to traffic rule violations on neighborhood streets and sidewalks in order to ensure road safety;

To review cases and impose administrative penalties for 9 types of administrative offenses that are under the authority of the head of the district (city) internal affairs body or their deputies.
