Additional powers to be granted to neighborhood police officers

The President adopted Resolution No. PQ-314, "On measures to introduce a new operational system into the public safety activities of internal affairs bodies," on September 4, 2026.

According to the resolution, the activities of public safety units within the internal affairs bodies will be organized based on a unified system.

A key priority will be to respond promptly to citizens' appeals and reports, engage in open and direct dialogue with the public, and assist in resolving issues that could lead to offenses.

Additionally, a system will be established for the early identification and elimination of the causes and factors of offenses in the regions, as well as for conducting targeted daily preventive work with individuals in at-risk groups.

The resolution also stipulates the establishment of administrative liability for obstructing prevention inspectors from performing their official duties.

Furthermore, the powers of prevention inspectors will be expanded.

They will be able to:

— apply an administrative warning for 17 types of minor administrative offenses committed for the first time, within the scope of their authority;

— impose administrative penalties for 4 types of administrative offenses related to traffic violations on neighborhood streets and sidewalks;

— review cases and impose appropriate administrative penalties for 9 types of administrative offenses that fall under the authority of the head of the district (city) internal affairs body or their deputies.
