Foreign film companies to receive partial reimbursement of production costs
Foreign film companies will be eligible for partial reimbursement of expenses incurred while filming in the country. The relevant mechanism is provided for by Resolution No. 372 of the Cabinet of Ministers of the Republic of Uzbekistan of July 8, 2026, “On supporting the widespread introduction of a system to enhance the tourist appeal of the Republic of Uzbekistan through cinema”.
The document provides for the introduction of two new mechanisms. The first is a rebate program establishing partial reimbursement of expenses incurred by foreign film companies while filming in Uzbekistan. The second is a country placement system providing payments for the creation of scenes in foreign films showcasing Uzbekistan’s tourism potential, its historical and cultural heritage, and other attractive features of the country.
The amount of compensation under the rebate program will depend on the volume of expenses incurred in the country. Foreign film companies spending up to 3 billion UZS will be eligible for compensation of 10 percent, those spending between 3 billion UZS and 5 billion UZS – 15 percent, between 5 billion UZS and 10 billion UZS – 20 percent, and more than UZS 10 billion – 25 percent. The maximum payment per film project will be UZS 4 billion.
The Film in Uzbekistan digital platform is scheduled to be launched by November 1, 2026. It will bring together information on filming locations, existing infrastructure, and opportunities for developing film tourism. Through the platform, foreign producers will be able to obtain information about filming sites, as well as organizational and advisory support. In addition, Uzbekistan’s filming locations will be promoted at international film markets and specialized exhibitions.
The Tourism Committee has been instructed to compile, by October 1, 2026, a list of state-owned facilities, historical monuments, parks of culture and recreation, props, historical costumes and specialized equipment available for use in film production. Terms of temporary use and rental rates will be approved for each item, after which the information will be posted on the Film in Uzbekistan platform.
In 2026, 5 billion UZS will be allocated from the national budget to reimburse the expenses of foreign film companies. Starting in 2027, funding for the program will be provided annually as a separate line item in the state budget parameters.
The resolution also provides for the full digitalization of the compensation procedure. Applications will be submitted through an electronic platform, where each project will be assigned a unique identification number and QR code after verification. Upon completion of filming, the applicant must upload supporting documents within 60 days. The commission will review them within 15 working days and, if necessary, allow up to 10 days to address any identified deficiencies. Following a positive decision, the funds will be transferred to the foreign film company’s bank account within five working days.
