Vladimir Norov: The constitutional reform is designed to strengthen the legal guarantees of Uzbekistan’s long-term development strategy

This point of view was expressed by the Acting Minister of Foreign Affairs of the Republic of Uzbekistan Vladimir Norov, delivering a speech at the international roundtable discussion on the constitutional reform as the foundation for ensuring the rule of law, security, development of a free and fair civil society.

The event, organized in the Brussels Press Club with the support of the Embassy of Uzbekistan, was attended by representatives of the European Parliament, the EU Commission, the Government and the Ministry of Foreign Affairs of Belgium, experts from leading think tanks, media from European countries and the host country, as well as deputies of the Oliy Majlis, members of the Constitutional commissions and representatives of research and public organizations of Uzbekistan.

Mr. Norov emphasized that today Uzbekistan is at an important stage in its development. Under the leadership of President Shavkat Mirziyoyev, a large-scale program of comprehensive reforms continues in the country, the main goal of which is the steady continuation of the process of transformation of Uzbekistan into a democratic rule of law with a socially oriented market economy, ensuring comprehensive protection of the interests and rights of citizens, security, sustainable development and independence of the country.

“Thanks to democratic transformations in recent years, fundamental values ​​have become a reality in the life of society – human rights and freedoms, the rule of law, freedom of speech, freedom of religion and freedom of conscience. A strong atmosphere of mutual respect, tolerance, peace and stability has been established in the country. The values ​​of interethnic and interfaith friendship and brotherhood, which have been formed for centuries in Uzbekistan, have been strengthened”, the Foreign Minister said.

Mr. Norov dwelled in detail on the principles and approaches of Uzbekistan in foreign policy, spoke about the achievements of recent years. He noted that an open, good-neighborly and pragmatic course is being pursued in foreign policy aimed at turning Central Asia into a region of stability, security and prosperity. The priority of strengthening and expanding friendly relations and strategic partnerships with all states of the world is being actively implemented.

According to him, it is the need to continue large-scale reforms in the country, as well as the importance of ensuring efficiency and consistency in the foreign policy of Uzbekistan, that require the improvement and strengthening of the constitutional framework, updating the Basic Law, which should create a solid legal basis, a guarantee of Uzbekistan’s long-term development strategy.

The event was organized as part of the stay in the European capital of Uzbekistan delegation led by the Acting Minister of Foreign Affairs Vladimir Norov and consisting of deputies of the Oliy Majlis, representatives of ISRS, and the Development Strategy Center.

Meetings were held with the High Representative of the EU for Foreign Affairs and Security Policy Josep Borrell, Minister of Foreign Affairs, European Affairs and Foreign Trade and the Federal Cultural Institutions of Belgium Hadja Lahbib. Uzbekistan delegation also took part in the Global Tourism Forum “European Leaders’ Summit 2022” under the motto “Investment, Connectivity and Hospitality”.
