A workshop was held for specialists dealing with criminal cases in the judicial sphere within the framework of the project “Strengthening the rule of law in Uzbekistan, Kyrgyzstan and Tajikistan” in cooperation with the Authorized Person for Human Rights of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman), the UNDEF and PRI in Central Asia.
The event is aimed at discussing the use of alternative measures not related to imprisonment in Central Asian countries, organizing monitoring visits to penitentiary institutions, exchanging experience on the effective organization of the probation service, developing proposals for further improvement of the system by analyzing the results.
The workshop was attended by about 50 representatives of the Ombudsmen Institute, law enforcement agencies, judges and experts of international organizations and media workers of Uzbekistan, Kyrgyzstan and Tajikistan.
Information was provided on the legal basis and results of monitoring visits of the Ombudsman to penitentiary institutions and other closed institutions since 2019.
Reports of experts from Uzbekistan, Kyrgyzstan and Tajikistan were heard at the event.
It was stressed that to ensure the execution of court decisions on sentences not related to deprivation of liberty, special attention should be paid to the nature of the crimes of the convicted, the level of their social danger and behavior.
Participants expressed their opinion on the use of alternative measures not related to imprisonment, on court proceedings, monitoring visits to penitentiary institutions and improving the probation service.
