Unified transport system as a factor in developing relations between the OTS countries

The formation of the unified transport system within the framework of the Organization of Turkic States will give a powerful impetus to the growth of trade turnover, as well as progressive cooperation in social, economic, political and other sectors between the member counties of the OTS.

Historically, the main route of the Great Silk Road ran through the countries of the Turkic world. Throughout the entire route, not only cities appeared and disappeared, but also entire civilizations. For centuries, merchants carried their goods along dusty caravan roads to sell them to Europeans.

In those times, as well as now, carriers carried out their activities, which, depending on the geographical location, carried out transportation by various types of “transport”. For example, to ensure a safe passage through the mountain system, animals with a lower trunk landing (the minimum probability of overturning the animal and cargo) or camels – “desert ships”, which could do without water for several days and transport a large amount of cargo through the desert, were used.

Caravanserais located along the perimeter of the entire route of the Great Silk Road from China to Türkiye provided merchants not only with high-quality service, but also contributed to mutual commodity, language and cultural exchange. Caravanserais of those times did not differ much from modern logistics centers in terms of functionality.

As today, carriers, security guards, employees providing financial services, and various kinds of movers conducted their activities and competed with each other in the “logistics centers” – caravanserais. Caravanserais served as a center of origin and extinction, as well as the promotion of traffic flows. Many years have passed, but today’s transport system is practically no different from the one that was before.

The goal is to create the same unified transport system of the OTS member countries, which, in turn, will ensure the coordinated functioning and development of all modes of transport to meet the transport needs of a particular country, based on regulatory and legal relations.

The formation and functioning of a unified transport system of the OTS member countries require the creation of economic, technical, technological, organizational and legal foundations that should ensure:

– coordinated work of all modes of transport to meet the needs of the national economy of the OTS countries;

– introduction of modern technologies and organizational forms of interaction of various modes of transport along the entire route of cargo movement from places of production to places of consumption;

– ensuring clear interaction of different modes of transport during the transfer of goods from one mode of transport to another at transport hubs and border points of the OTS countries;

– development of a unified tariff system for the OTS countries, ensuring the economic attractiveness of all modes of transport, to maximize their capabilities;

– formation of unified conditions and rules for cargo transportation, as well as the development of a single document along the entire route through the countries of the OTS.

As Shavkat Mirziyoyev noted, “it is necessary to take into account the serious challenges of our transport systems, which need to be jointly developed and integrated not only into existing logistics corridors, but also newly formed routes, contributing to the transformation of the CIS countries into a key link in trans container transport”.

Thus, the creation of a unified transport system is a key condition for the spatial development of the OTS countries. The prospect of further scientific research may be the analysis of the search for ways to integrate modern approaches and solutions for OTS transport systems.
