The state creates necessary conditions for the development of the social services system

We are living in a historical time when an important political process is in full swing in the country – a nationwide discussion of the draft Constitutional Law.

It should be noted that this draft contains several norms relating to social issues, including labor relations.

Take, for example, Article 39. It establishes that everyone shall have the right to social security in old age, in the event of disability and loss of the bread-winner, as well as in some other cases specified by law. The state establishes state pensions, allowances and other kinds of social assistance.

In addition, the state creates the necessary equal conditions for the realization of the rights and legitimate interests of persons with disabilities. Any segregation, exclusion, suspension, restriction or preference for persons with disabilities, as well as avoidance of creating conditions for the access of persons with disabilities to facilities and services, is prohibited.

Of course, the reflection of these norms in the draft law was a very correct decision, because they cover the interests of about a million residents of our country, who are full members of society.

Yes, and before that, the necessary conditions were created for the realization of the rights, freedoms and legitimate interests of persons with disabilities. From now on, these measures are determined at the level of the Basic Law. The organization of inclusive education in educational institutions for children in need of special attention is also being fixed.

All these norms testify to the fact that human dignity, including persons with disabilities, is at the center of constant attention. I think that the protection of the rights and interests of persons with disabilities, the creation of a barrier-free environment for them, their integration into society will serve as the main factor in further strengthening consistent measures.

To be more precise, with the introduction of new norms into the Constitution, the system of the social and legal protection of persons with disabilities will be brought to a qualitatively new level. Most importantly, the rights of one citizen do not conflict with the interests of others and do not discriminate against them.

In general, special measures aimed at ensuring equal opportunities for persons with disabilities and their involvement in society and the state do not mean discrimination against others. This ensures equality and social justice in society.
