Democratic societies and states reach their development formula over the years. The correct and purposeful use of foreign policy opportunities is an important factor in strategic development.
Today, ideological and political threats have a greater impact on the countries of the world than armed ones. In the modern world, the international agenda in the era of globalization takes on new shapes every day.
To prevent such processes, New Uzbekistan follows the path of its ideological immunity and constructive cooperation.
The recently published article by the President of the Republic of Uzbekistan “The SCO Samarkand Summit: Dialogue and Cooperation in an Interconnected World” attracted the attention of international organizations, politicians and many prestigious publications because it is devoted to a kind of forecast for the development of relations between developed countries and an analysis of the world political life and military situation modernity.
As is known Uzbekistan joined the SCO in 2001 and from year to year it occupies an increasingly important and strong position in this Organization. This is proved by the fact that the Regional Anti-Terrorist Structure is one of the main bodies of the SCO, was founded on January 1, 2004, and is located in Tashkent.
RATS is entrusted with the task of exchanging information, coordinating cooperation between border and customs committees, special services and thus ensuring measures to prevent terrorism. At the meeting of the leaders of the SCO member states held on June 17, 2004, it was noted that the stage of formation of the Organization had been completed, following its results, documents on the activities of the Organization and its bodies, the Tashkent Declaration, the Convention on Privileges and Immunities of the SCO, the Agreement on Cooperation in Combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors, were signed. All of this speaks of the special status of Uzbekistan in the history of the Organization’s development.
At the second SCO Summit (June 2002), held in Saint Petersburg, a statutory document – the SCO Charter was signed. The supreme body of the SCO is the Council of Heads of State. One of the achievements of Uzbekistan during its chairmanship in the SCO is the adoption of a special resolution on cooperation between the SCO and the UN. It is noteworthy that the co-authors of this resolution are Uzbekistan, Russia, Kazakhstan, China, Kyrgyzstan and Tajikistan, as well as Pakistan and the Dominican Republic.
The initiative of our President is assessed as a national historical concept of new development and economic cooperation, which provides for the unification of the countries of the world based on mutual interests and goals.
It should be emphasized that the article of the Head of our state considers the phenomena that give new meaning to the policy aimed at ensuring transformations and international cooperation in the world.
First, in the article, the “historical rift” is interpreted as a complex of new, potential events in the development of socio-political relations in the period of globalization.
Second, it is emphasized that the concept of the “bloc thinking stereotypes” implies the risk of the impact of a sudden threat from military organizations on any state and society.
Third, “effective international cooperation” is explained as a form of relations between states based on mutual respect and trust. For the complication of interstate relations in the modern world is a consequence of the lack of constructive dialogue and an environment of mutual trust.
Fourth, although the concept of the “Model for successful regional cooperation” seems to be related to the interests and views of the SCO member countries, its political content is still assessed as a new mechanism for relations with all countries, in particular, with neighboring states.
Fifth, the concept of “Samarkand Spirit” is used. As is known, as civilization developed, famous cities and capitals took a special place in the destinies of the countries of the world, which played a historical role and had a concrete influence on the course of political relations. Thus, there are such cities in the world as Paris, which personifies peace in the world, Brussels, which is the main center of international organizations. From this point of view, holding this summit in the ancient and eternally young Samarkand will take its special place in history.
The SCO member states adhere to the “Shanghai Spirit” in their relations. It implies such principles as decision-making based on consensus, mutual trust and mutual consideration of interests, equality, a respectful approach to cultural diversity, striving for joint development.
The Head of our state enriched this concept with a new meaning, giving it a logical continuation in the concept of “Samarkand Spirit”, which has already been highly appreciated by foreign politicians and experts.
