Uzbekistan hosted the following meeting of the International Notarial Cooperation Commission. About 150 representatives of the sphere and experts from 33 countries attended it.

Issues such as the role of the notary in the fight against money laundering, the financing of terrorism and the proliferation of weapons of mass destruction, and the role of the notary in the age of digitalization were discussed at the event.

At the conference, the Minister of Justice of the Republic of Uzbekistan, Akbar Toshkulov, spoke about the ongoing reforms in notaries in Uzbekistan and plans for the future.

– Since 2020, private notaries have been operating in Uzbekistan. There are more than a thousand of them, – says Mr. Toshkulov. – The Notary Chamber of Uzbekistan was created. In 2021, the country’s notary system became a member of the International Union of Notaries. To create convenience for citizens, the requirement for mandatory notarized confirmation of lease agreements and gratuitous use of the real estate, power of attorney to drive a vehicle issued to close relatives of the owner, pledge and mortgage agreements in the primary market has been abolished. When approving agreements, the principle of extraterritoriality was introduced.

In Uzbekistan, special attention is paid to the issues of establishing and developing international relations in notaries. Currently, cooperation has been established with notary organizations in Russia, Germany, France, Italy, Türkiye, China, Japan, Belarus, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Indonesia, Vietnam, Mongolia, Dominica, Benin, Ukraine, Lithuania and other countries.

Lawyers from all over the world can work together to solve problems by sharing experiences and building collaborations. This will create a modern, understandable, and authoritative legal framework that will facilitate the development of the industry.
