The quality of rulemaking activities will improve

An international seminar titled “Principles of smart regulation and modern approaches in rulemaking activities” was held at the Ministry of Justice.

Particular attention at the event was devoted to introducing advanced international standards into rulemaking, improving the regulatory impact assessment system, and disseminating best practices for applying evidence-based, balanced, and effective approaches in drafting and revising regulatory legal acts.

The seminar was attended by representatives of the Ministry of Justice of the Republic of Uzbekistan, the Institute for Analysis and Evaluation of the Regulatory Impact of Legislation, ministries and agencies, as well as leading international experts from the Organisation for Economic Co-operation and Development (OECD), the German Agency for International Cooperation (GIZ), and the Czech Republic.

First Deputy Minister of Justice M. Istamov, First Deputy Director of the Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan A. Abduqadirov, as well as representatives of GIZ V. Kessler and the OECD D. Trnka, emphasized the importance of new approaches based on the principles of consistency, transparency, and effectiveness applied in the country’s ongoing regulatory reforms.

Based on the OECD Public Governance Review, discussions focused on reforms carried out in the country in regulatory policy, issues of proportionality and threshold tests, and the Czech Republic’s experience in this area.

During the practical sessions, special attention was devoted to developing alternative regulatory solutions, reducing excessive administrative burden, and improving regulatory effectiveness.

On the second day of the event, mechanisms for broad stakeholder involvement in the preparation of draft regulatory legal acts were considered, and advanced international experience in the systematic review of the existing regulatory framework was examined. Foreign experts delivered presentations on key areas.
