The powers to consider and approve the candidacy of the Prime Minister, control the execution of the State budget, consider the report of the Accounts Chamber are transferred to the Legislative Chamber, the composition of which is elected based on the universal, equal and direct voting. These changes are fully consistent with the mission of the lower chamber and the best foreign experience.

Under the current procedure, the candidacy of the Prime Minister was considered by one or more political parties in the Legislative Chamber, which received the majority of votes. The proposed new order ensures that the factions of all political parties not only consider the candidacy of the Prime Minister, but also participate in the formation of the entire government.

The submission by the Legislative Chamber of a proposal to the President on the dismissal of a minister whose activity was recognized as unsatisfactory will serve to further increase the accountability of government members to the people’s deputies.
