At the regular meeting of the UzLiDeP faction in the Legislative Chamber of the Oliy Majlis, a new draft law concerning the powers of the chambers of parliament was discussed.
The draft law “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan” introduces amendments and additions to 13 laws and the code to comply with the renewed Constitution of the laws regulating the activities of the chambers of parliament.
– By the draft law, it is established that 4 members of the Senate will be elected from each administrative-territorial unit, 9 members will be appointed by the President (65 members in total), – says MP Sherbek Buronov. – The number of permanent senators will remain 25. Some powers of the Senate are abolished and designated as absolute powers of the Legislative Chamber. In particular, the powers of the Legislative Chamber include monitoring the execution of the state budget and considering the report of the Accounts Chamber, considering and approving the candidacy of the Prime Minister on the proposal of the President, hearing reports from the Prime Minister, members of the government and the annual report of the Cabinet of Ministers. In addition, the number of vice-speakers in the Legislative Chamber is reduced from seven to two. It also stipulates that deputy speakers cannot be faction members and must suspend membership in a political party for their tenure. The head of the faction is equal to the deputy speaker in terms of providing material, medical, and transport services. This important change will further strengthen the activities of factions and deputies. In addition, according to the draft law, the Legislative Chamber and the Senate are granted the right of self-launch. In this case, new elections to the Legislative Chamber will be held within two months. The new composition of the Senate will be formed within a month.
Other draft laws were discussed at the meeting, and relevant decisions were made.
