The draft Constitutional Law “On introducing amendments and addenda to the Constitution of the Republic of Uzbekistan”, developed based on a wide discussion and proposals from the population of the country, is under consideration in the first reading in the lower house of parliament.
It provides for the introduction of amendments and additions to the Constitution while maintaining its current structure.
It should be noted that the draft law was prepared on the principle of “Uzbekistan is a social state”, because it is the social state that, based on the principles of social equality and justice, creates decent living conditions for every citizen. At the same time, this is a model of the state pursuing an effective policy to reduce social stratification and provide assistance to those in need.
These aspects were given main attention when discussing the draft Constitutional Law “On introducing amendments and addenda to the Constitution of the Republic of Uzbekistan” at the meeting of the faction of the People’s Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis. Members of the faction noted that the draft Constitutional Law reflects the party’s priority program ideas, proposals from its electorate and the general public.
In particular, the project provides for the protection of citizens’ rights to housing, the guarantee of inviolability, the strengthening of the state’s obligations to provide housing for all segments of the population, especially low-income categories. At the same time, it is proposed to ensure decent wages, employment, safe working conditions for a decent life for a citizen and his family.
Members of the faction approved that the draft law establishes the protection and support by the state of the rights and freedoms of persons with disabilities. The deputies noted with satisfaction the introduction of a norm on the organization of inclusive education in educational institutions for children with special educational needs.
Members of the faction of the People’s Democratic Party of Uzbekistan unanimously supported the draft Constitutional Law, noting the importance of discussing its historical and socio-political significance with the participation of the general public, representatives of the electorate, activists of mahallas and labor collectives, as well as a broad explanation and promotion of new norms introduced into the Constitution.
