Constitution has a special place in the reforms carried out in New Uzbekistan. The recognition of human rights and freedoms as the highest value, the service of state bodies to the interests of the people are important criteria for the development of the country and society.
The Constitution, which reflects the highest will of the people, establishes the basic principles of relations between the individual, society and the state, determines the structure of state power, its subjects and the mechanism for exercising power.
The family is considered the main link in society – a place that ensures the continuation of life, the continuity of generations. It is the family that determines how the next generation will grow up.
The state must ensure and protect the rights, freedoms and legitimate interests of the child, create the best conditions for his full physical, mental and cultural development.
Therefore, the updated Constitution establishes the protection of motherhood, fatherhood and childhood at the state level. The state and society take care of the formation in children and youth of loyalty to national and universal values, pride in their country and the rich cultural heritage of the people, feelings of patriotism and love for the Motherland.
The main role in the proper upbringing of children is assigned to parents and persons replacing them. The Constitution stipulates that parents have equal rights and bear equal responsibility for the care and upbringing of children.
In addition, a provision is defined as a constitutional norm that for a child, education in the family is a priority than in any institution.
The consolidation in the Constitution of such norms as ensuring the strength of families, mutual respect and care in relations between parents and children, the state taking responsibility for orphans and children deprived of parental care, is important in the development of society.
