Tashkent hosted an International Conference “Entrepreneurial Code – in the interests of entrepreneurs”.
The event, organized by the Ministry of Justice, was attended by representatives of the chambers of the Oliy Majlis, the Presidential Administration, the Cabinet of Ministers, ministries and agencies, the Business Ombudsman, the Chamber of Commerce and Industry, the scientific community, as well as over 20 international and local experts, more than 100 business representatives.
Deputy Minister of Justice of the Republic of Uzbekistan Alisher Karimov drew the attention of the participants to the presence of more than 60 thousand legal and 40 thousand technical documents of mandatory requirements that entrepreneurs must fulfill. Many of them have lost their relevance and effectiveness and lead to unnecessary costs for entrepreneurs.
“The expediency and relevance of these requirements have been considered, work has begun to reduce them by 30 percent by 2025”, A. Karimov said. – To date, legislative acts regulating entrepreneurial activity are in a fragmented form. There are a lot of them – about 5 thousand. The adoption of the Entrepreneurial Code will combine these documents into one.
It took almost 3 years to develop the Entrepreneurial Code. Not only national but also international experts were involved in this process. Most importantly, the draft is submitted for public discussion, which lasts for 4-5 months. During the discussion, about 1.5 thousand proposals were received.
The draft code has been submitted to 7 leading international organizations, in particular, USAID, the World Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the economic group “Berlin Economics” (Germany), the Organisation for Economic Co-operation and Development. Relevant conclusions and proposals are received from them based on the results of an examination.
The draft Entrepreneurial Code will be finalized by experts based on all proposals and will turn into a collection of legal norms for entrepreneurs.
At the conference sessions, reports and proposals were heard from experts from international organizations, heads of state bodies, entrepreneurs on the legal regulation of relations between the state and business entities, forms and means of state regulation of entrepreneurship.
