The Regulations on the procedure for leasing state reservoirs to business entities through the electronic trading platform “E-auksion” have been approved.
From October 1, state-owned reservoirs will be leased through an online auction on an e-commerce platform for the following activities, subject to specific uses:
• state natural and artificial reservoirs – for industrial fish farming;
• natural and artificial reservoirs and non-agricultural land around rivers – to create beach areas near the water, provide recreational fishing services, fishing, boating, and water travel, trade in fish products, including fish dishes, provision of public catering and other tourist services, as well as for the placement of light-weight installations (camp complex, containers) for these purposes.
Such lightweight structures will be installed by the procedure established by law.
This provision does not apply to:
• natural and artificial reservoirs, the lease agreements for which have not expired;
• Aydar-Arnasay system of lakes;
• other state property leased based on resolutions of the President or government.
The reservoir (land plot) is leased on a contractual basis through an open electronic online auction for a minimum of 10 years, with the right to extend this period for an additional 10 years.
Entrepreneurs can take the initiative on the issue of leasing reservoirs by making appropriate proposals to the lessor.
