Committees on the Issues of Innovative Development, Information Policy and Information Technology, and on the Issues of Protection of Health of Citizens of the Legislative Chamber of the Oliy Majlis held a conference on “The state and prospects of using modern information and communication technologies in the process of providing medical services to the population”.At the event, issues of rendering high-tech medical care to the population at the expense of wide application of modern ICT were discussed. Recommendations were developed on improvement of the system of law enforcement practice in the sphere.
Control and analytical activities on studying the implementation status of the Law “On informatization” in the institutions of the Ministry of Health of the Republic of Uzbekistan were discussed at the conference.
As it was noted, in Uzbekistan the work on introduction of the Unified Medical Information Center and “Smart medicine” system has begun. This will create additional opportunities for improving the quality of medical services, increasing the level of detection of diseases at early stages and introduction of their remote prevention.
In the healthcare system, there are also cases of incomplete fulfillment of the requirements of the Law of the Republic of Uzbekistan “On informatization”. So, actual state information systems and resources are not launched in the established time. For example, implementation of tasks on creating an integrated information system “Healthcare” of the Ministry of Health, the information system “Social protection” and others is lagging behind.
At the same time, it is regrettable to note the low level of knowledge of some medical workers in information and communication field, the lack of their skills in working with modern medical equipment. The telecommunication infrastructure of the medical sphere lags behind in development and does not meet technological requirements. The provision of the sphere with computer equipment also does not meet the requirements of today.
During the event it was also noted that the committees are preparing appropriate amendments and additions to the legislation aimed at active introduction of telemedicine and the system of “smart healthcare”, as well as other important issues were discussed in this direction.
