Shavkat Mirziyoyev: “34,000 families in need of better living conditions in Namangan will receive their housing”

On June 16, the Presidential candidate from the Movement of Entrepreneurs and Businesspeople – the Liberal Democratic Party of Uzbekistan Shavkat Mirziyoyev met with voters from Namangan region.

The candidate’s proxy in Namangan region, Ikromkhon Najmiddinov, opened the meeting. He noted that as the Head of state, Shavkat Mirziyoyev pays special attention to the stable socio-economic development of the regions, and families feel positive changes in their lives.

The candidate for President of the Republic of Uzbekistan Shavkat Mirziyoyev presented his Election Program.

First, the candidate dwelled on plans to further develop financial support for entrepreneurship in the country.

In particular, it was noted that the resource base for loans would be sharply increased by introducing foreign banks into Uzbekistan, facilitating the opening of new private banks, and expanding deposits.

“If Namangan entrepreneurs take the initiative to open a private bank, we will help them. In general, alternative systems of financial support for entrepreneurs are being introduced. In particular, broad opportunities for Islamic banks will be created in Namangan”, Shavkat Mirziyoyev said.

The candidate also stated that additional benefits would be provided to entrepreneurs who train the population and provide them with jobs.

Another $6 billion will be allocated to encourage such entrepreneurs until 2030.

Under this program, project initiators will be fully reimbursed for infrastructure costs, which cost more than 50 billion UZS (currently - 200 billion UZS).

However, these entrepreneurs:

– will be exempt from property and land tax if they provide work for at least 20 percent of representatives of low-income families during the year;

– the social tax rate will be halved when hiring citizens included in the Social Register;

– they will be able to pay all taxes with a delay of up to one year;

– their activities will not be subject to tax audits.

It was also noted that in the coming years, the value-added tax, income tax, turnover tax, and business property tax rates will not increase.

“From now on, the main principle of our reforms will be the complete elimination of illegal interference in business and further simplification of the tax system so that entrepreneurs can boldly expand their activities”, the candidate said. – Punishment for a person who illegally interferes in business, encroaching on the property of an entrepreneur, is inevitable, and the head will be fired.

At the same time:

– the conditions for the return of value-added tax will be reduced from 15 to 5;

– the amount of payments for 107 public services will be halved;

– tax sanctions for more than 10 million UZS will be carried out only in court.

At the meeting, Shavkat Mirziyoyev spoke about education plans.

– By 2030, there will be no problems with kindergartens in any district of Namangan region. For this, it is planned to build and repair 235 preschool institutions and create more than 1,000 private kindergartens. We will create an additional 100,000 new student places in the next seven years. At the same time, 28 new schools and additional buildings for 232 schools will be built, and 268 will be renovated.

As a result, schools in the region will not have classes with more than 30 children. According to the candidate, 11 regional schools will be transformed into specialized schools based on international standards.

It was emphasized that in the next seven years, the volume of housing construction in Namangan will increase at least tenfold.

In particular, 34,000 families needing better living conditions will receive their housing. For this, 1,208 apartment buildings will be built.

In addition, 721 high-rise residential complexes for 50,000 apartments will be built in Davlatabad district.

– 3,700 kilometers of water supply networks and 371 water supply facilities will be built and repaired. Thanks to this, 123 mahallas for 360,000 residents will receive drinking water for the first time. As a result, by 2030, the level of provision of clean drinking water to the population of the region will be increased to 90 percent (currently – 80 percent), the candidate said.

He also shared plans to improve the transport system of Namangan region. In particular, the following is provided:

– a modern road will be built connecting Uchkurgan and Norin districts with the center through the Uychi district to create even greater convenience for residents and tourists;

– an electric train will be launched connecting the Pap district with the city of Namangan, and a railway network will be built passing through the Chust and Pap districts (12 kilometers);

– most importantly, the 75-kilometer section of the “Pap – Namangan” highway will be transformed into a four-lane cement-concrete road that meets international standards ($160 million).

It was noted that by 2030 it is planned to put into operation three solar power plants with a capacity of 1200 MW in Pap and Chust districts. Also, one large and three small HPPs with a total of 250 MW will be put into operation on the Norin River.

Due to this, an additional 5 billion kilowatt-hours of electricity per year will be produced. This is equal to the annual electricity consumption of Namangan.

6.5 thousand kilometers of the network, 2 thousand transformers, and 12 substations will be updated to improve the power supply.

Solar panels with a total capacity of 82 MW will be installed on the roofs of all social and government institutions and 15,000 houses.

It was noted that a large free trade zone would be created on the border of Uchkurgan district with Kyrgyzstan. In addition, Namangan International Airport will be transferred to external management. The Cargo terminal will start working here.

At the meeting, representatives of the party noted that they would support the candidacy of Shavkat Mirziyoyev in the presidential elections of the Republic of Uzbekistan and called on others to also vote for him.
