Several provisions on preparations for the referendum approved

A meeting of the Central Election Commission of the Republic of Uzbekistan took place. The participants considered several issues and discussed the work of the CEC for the first half of 2022.

“In the first half of this year, the Central Election Commission organized its activities based on the powers defined by the legislation, the tasks set and based on the work plan”, Khudoyor Mamatov, the CEC Secretary said. – During the reporting period, activity was carried out in several priority areas. In particular, based on the generally recognized international electoral standards, recommendations of international observers and analysis of law enforcement practice, attention was paid to improving electoral legislation and practice, developing international cooperation in organizing and conducting elections, studying relevant foreign experience and international practice, enhancing cooperation with international organizations and electoral bodies of foreign countries, improvement of the system of training and advanced training of election organizers, the wide introduction of modern information and communication technologies into the electoral process.

The activity was also carried out to ensure openness and transparency of the CEC activities, the electoral process, development of public relations, improvement of the electoral culture of the population, and the organizational and legal framework for the activities of election commissions for holding elections to local councils.

The participants of the meeting discussed and then approved the work plan of the Central Election Commission for the second half of 2022.

Priority tasks of the CEC have been outlined for the preparation and holding of a high-level referendum of the Republic of Uzbekistan, scheduled for the second half of this year. Issues of thorough preparation for the referendum, which will be held in connection with constitutional reforms, and draft legal acts prepared to ensure the implementation of the Law “On the Referendum of the Republic of Uzbekistan” were discussed.

At the meeting, provisions were adopted on observers from foreign countries and international organizations participating in the referendum of the Republic of Uzbekistan, and on the procedure for the activities of observers from political parties, civil society institutions and initiative groups of citizens to regulate the activities of local and foreign observers, and to ensure their rights.

Taking into account the active voting of compatriots living abroad in the previous elections, to ensure their constitutional rights and create conditions for participation in a referendum, a regulation was approved on the procedure for the formation of precinct commissions for holding a referendum at diplomatic and other representations of the Republic of Uzbekistan in foreign countries.

Opinions and proposals of members of the Central Election Commission were voiced on the issues discussed at the meeting. Following the meeting, relevant decisions were made.
