Samarkand hosted an international roundtable discussion “Reform of tax and customs policy, as well as digitalization of income administration”.
The discussion of VAT-related issues was held at the first session.
Experts from the Federal Tax Service of the Russian Federation shared their experience in determining the VAT tax gap.
The use of digital administration capabilities of the data available in the tax authorities allows for determining where the concealment of VAT occurs, the discrepancy between the tax accepted for offset and the tax paid. Among the auxiliary tools for identifying interrelated persons are information about telephone numbers, IP addresses from which tax reports are submitted, the presence of family ties, ownership of the same property of participants in the VAT chain.
It was noted that to use the right to refund VAT, the taxpayer must be in the so-called green zone of risk. The tax authorities notify taxpayers through their accounts about the presence of risks and provide an opportunity to adjust their tax policy and exercise due diligence when choosing counterparties.
The participants of the event also discussed issues related to property tax.
