Rights of socially vulnerable children will be protected by a new law

At the roundtable on “Legal guarantees for socially vulnerable children: practice, problems and plans for the future”, organized by the Committee of the lower chamber of the parliament on labor and social issues, further improvement of the legislation on social protection of orphans and children left without parental care was discussed.

At the event, the fragmented legislation on protection of rights, health, provision of education and social adaptation of orphans and children left without parental care were noted, that is, these issues are covered in several laws. There is no single law on protecting children of these categories. In this regard, in some cases, their rights to education, work and even housing are violated.

At the event, the draft law “On guarantees for social protection of orphans and children left without parental care”, developed by the committee and the Institute for Problems of Legislation and Parliamentary Studies under the Oliy Majlis, was discussed with a view to strengthening parliamentary and public control over the activities of the executive power in the sphere of ensuring the rights of children.

The reason for the interesting polemic became the norms specified in the draft law defining certain guaranteed rights of orphans and children left without parental care, on education, work, restoring health, providing housing, using other social services. The main thing is that the draft law includes such concepts as legal services and judicial protection of the rights of children of such categories, and introduction of new mechanisms in this process was proposed.

A number of proposals on the draft law were forwarded and recommendations for its further improvement were adopted at the event.
