To meet the needs of the population for housing, within the framework of the state program for this year, it is planned to increase the volume of housing construction by 1.5 times and build 90 thousand houses in New Uzbekistan neighborhoods and 161 other neighborhoods.

Mortgage lending based on market principles is provided for the purchase of new housing, in particular, the allocation of funds from the state budget for housing mortgages to 32 thousand citizens, the allocation of subsidies for the payment of the first installment and interest on the loan to 11 thousand citizens. The implementation of the program “My First Home” is planned within the framework of the new order of providing housing to the population through mortgage lending in Tashkent region.
The construction of new housing, tasks under the mortgage program of 2023 were discussed and goals for the future were defined at the meeting, chaired by the President of Uzbekistan.
It was noted that 326 thousand of new housing units have been commissioned since 2017. The provision of housing per capita increased by 18 percent. Over the past three years, banks have allocated 210 thousand families 33 trillion UZS of mortgage loans. 73 thousand low-income families received 1.3 trillion UZS subsidies for the payment of the first installment and interest on the loan.
To effectively continue the activities, the population and developers will be provided with preferences and opportunities in 4 directions. In particular, to expand opportunities for the purchase of housing, from May 1, those who do not have sufficient income can receive a mortgage loan. To determine their solvency, current assets on their bank cards, funds paid by them for rent, utilities will be taken into account. Citizens who have paid a higher down payment can get an affordable loan from a bank.
The introduction of such a system will provide many families with the opportunity to purchase their own home – a small homeland. Another project aimed at providing the population with affordable housing is the “My First Home” program. For this purpose, 36 hectares of land will be allocated in Tashkent region’s Zangiota district, on which 58 apartment buildings, social facilities, entertainment centers are planned to be built.
To reduce the cost of construction for the period up to 2025, the customs duty on the import of wood, plywood, wooden formwork and glass will be abolished. The customs duty exemption for high-grade cement will be extended for another year. Due to this, it is expected to reduce the cost of housing construction by 5 percent.
Special attention will be paid to the quality of houses under construction. Vigilance in this matter is also increasing due to the increasing seismic activity observed in recent months around the world and in our region.
One of the important problems of the new neighborhoods is parking. During the design and construction of housing, social and commercial facilities, the mandatory construction of parking lots of vehicles, including multi-storey and underground, will be provided.
In conclusion, we can say that by the end of the year, almost 100 thousand families can plan to move to new modern apartments. This will form in the hearts of citizens a sense of satisfaction with the reforms and involvement in the development of the country.
