The President emphasized that a personnel training system based on the principle “From mahalla to the republic” will be introduced in state bodies.

“We have launched large-scale reforms to bring the civil service to the mahalla. An integral system has been created in each mahalla, consisting of a chairman, an assistant hokim, a youth leader and women’s activists. From now on, candidates for leadership positions will be selected from among personnel with experience in working with residents of the mahalla, who saw their problems with their own eyes and solved them”, the Head of the state said.

Based on this, from November 1:

– old-style “objectivity” will be abandoned and a transition will be carried out to a system that assesses the qualifications and potential of an employee, the results achieved by him based on advanced IT technologies;

– when evaluating an employee, the main criteria should become the knowledge and experience that he has, as well as the results he has achieved, and not what university he graduated from or where he worked.

“From now on, no one will be able to take a leadership position by chance”, the President said.
