Powers of khokims to be reviewed

Special attention in the Address of the President to the Oliy Majlis is paid to issues of reviewing the powers of khokims, transferring duplicate functions to relevant bodies in order to further increase the role and responsibility of representative and executive bodies in public administration.
A meeting of a working group was held at the Senate of the Oliy Majlis of the Republic of Uzbekistan with participation of authorized ministries and agencies of the Committee on Judicial Legal Issues and Combating Corruption, as well as members of the public to systematically study these issues and develop necessary recommendations.
At the meeting, senators, authorized representatives of ministries and agencies outlined preliminary tasks for revising the powers of khokims.
As it was noted in the Address of the Head of the state, the current legislation provides for the implementation of about 300 tasks and functions by khokimiyats. In fact, 175 of them are not included in the core competence of khokims and duplicate the functions of other agencies, which can affect the quality of their work and performance discipline.
Instructions were given on reviewing all legislative acts that specify the powers of khokims, ministries and agencies to analyze the tasks in their areas that are performed by khokims of the regions, districts and cities, to give relevant proposals on these issues. The Ministry of Justice and the Institute of Problems of Legislation and Parliamentary Studies under the Oliy Majlis of the Republic of Uzbekistan will take these proposals under control.
