Openness, legality, efficiency and quality are the main criteria

Development and progress in a troubled and changing world cannot be achieved without a new outlook on life, new ideas and strategies. Since 2017, the President has been addressing the Parliament and people of Uzbekistan, contributing to the development and implementation of these strategies.

In his Address, the Head of state summed up the results of the outgoing year, and also touched upon the goals and objectives set for 2023, declaring the Year of Human Care and Quality Education. This once again proves that building a New Uzbekistan, a country where human dignity is celebrated, will remain a priority in the coming year.

It was noted that ministries will be reformed at the first stage, and the government’s work style will also change dramatically. First of all, the number of ministries and departments will be reduced from the current 61 to 28.

We must openly admit that at present there is a lot of duplication in the state office, the staff is bloated, and centralization is high. As a result, today too much time, effort and resources are spent on finding solutions to complex problems.

Therefore, in the Address, the President mentioned that it would be right to determine the collective responsibility of the relevant committee, commission and parliamentary deputies for the effective organization of the minister’s activities.

At the same time, the issue of the suitability of the current heads of ministries for their positions will be reviewed. Many ministers will be replaced. Such changes directly impose on us, deputies, a great responsibility. The reason is that in connection with the administrative reforms carried out in recent years, the powers to appoint each member of the government and consider the issue of compliance with the position held have been transferred to the Legislative Chamber of the Oliy Majlis. Therefore, when considering the issue of appointing members of the government to the post, special attention should be paid to ensuring that the candidate is deeply knowledgeable in his field, selfless, and has achieved the support of the people.

The number of civil servants will also be gradually reduced by 30-35 percent, and the saved funds will be used to address social issues. This will serve to further strengthen the social policy pursued in the country.

At the same time, the political status of each minister will be raised, as well as his accountability to the President, parliament and the public, and responsibility will increase. Ministers will be given sufficient powers and means to solve the problems of the population. The main criteria in the activities of the ministries will be openness, legality, efficiency and quality.
