The final report on the Public Governance Review (PGR) of Uzbekistan conducted by the Organization for Economic Co-operation and Development – OECD with the support of GIZ was presented in Tashkent.
The event was attended by officials responsible for developing and implementing measures to improve public administration, leading experts, including representatives of the Agency for Strategic Reforms, anti-corruption agencies, the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, and relevant ministries and agencies.
The participants highly praised the effectiveness of government institutions and the role of ministries and agencies in managing the reform process.
The purpose of the OECD Public Governance Review is to comprehensively study the public administration system in Uzbekistan, assess its effectiveness, and make proposals for further improvement.
The document pays special attention to issues of ensuring gender equality, improving the quality of civil service regulation, and reducing the administrative burden.
Foreign experts noted the need to clarify the role and responsibility of government agencies, improve coordination between ministries, and ensure even more effective reform of public administration mechanisms – creating a meritocracy system.
The launch of the second phase of the project was also announced. The review’s recommendations will now be supported and consistently implemented through activities aimed at increasing the capacity of government agencies.
In general, the presentation of the review and the beginning of the next stage of the initiative are necessary steps taken by Uzbekistan on the path of reforms aimed at improving public administration.
