Senator Odiljon Iminov, who participated in the meeting on the results of the national referendum on May 8, touched upon the content of the norms reflected in the Basic Law:
– The Head of State stressed the importance of the principle “Uzbekistan is a social state”, enshrined at the beginning of the renewed Constitution. Indeed, it reflects the most critical social issues.
Thus, the sphere of education, included in the Basic Law as a separate article, is one of the relevant areas requiring reform. The Constitution prescribes a norm providing for the need to raise the status and authority of teachers in society.
The teachers’ task is to educate a literate generation and train specialists who will transmit national values and traditions from generation to generation. Therefore their rights and freedoms are enshrined in law.
It should be noted that special attention in the renewed Constitution is paid to higher education. Thus, the financial and academic independence of universities and the opportunity for citizens to receive education at the state's expense on a competitive basis are being consolidated.
I am sure that introducing these norms into the Basic Law will further improve the quality of education.
