In Uzbekistan, the highest value is a person, his life, honor, dignity and other rights. Therefore, the inviolability of human rights is firmly defined in the renewed Constitution.
Amendments introduced to the Basic Law before, mainly affected the issues of public administration and electoral legislation. The current amendments and additions are aimed primarily at guaranteeing the protection of human rights and freedoms and strengthening social support for citizens.
In particular, Article 133 of the new version of the Constitution strengthens the guarantees of full enforcement of the rights of citizens in the courts. Thus, citizens and legal entities have the right to apply to the Constitutional Court of the Republic of Uzbekistan with a complaint about the compliance with the Constitution of the law applied to them by the court in a specific case, the consideration of which in court has been completed, and if all other remedies have been exhausted. This will help to ensure fair consideration by the courts of all issues relating to the interests of the individual. Another important change is that a person’s criminal record and the legal consequences of a criminal record will in no way restrict the rights of his relatives.
It is known that for many years Uzbekistan citizens were deprived of certain rights due to a crime committed by one of their relatives. This rule was eliminated thanks to the reforms carried out in the last six years. Now the new norm is fixed at the level of the Constitution. This allows much-qualified personnel to work in their fields and contribute to the development of the country.
Many amendments are being made to the updated Constitution aimed at ensuring human rights. Thus, citizens are allowed to take an active part in the management of the state and society, to have their voice in the execution of important documents adopted.
Now, citizens of the Republic of Uzbekistan with the right to vote, in the amount of at least one hundred thousand people, have the right to submit legislative proposals to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan as a legislative initiative.
Active citizens who are not indifferent to the fate of the country and people will have the opportunity to take the initiative to change legislation that is contrary to the interests of civil society or to adopt the legislation necessary to solve socio-economic problems.
In general, the approval of the Constitution, updated in harmony with the changes in the New Uzbekistan, will serve each of us as a future guarantor. Therefore, we all must take an active part in the nationwide referendum, which will be held on 30 April.
