A trilateral meeting of the heads of the water and energy agencies of Uzbekistan, Kazakhstan, and Kyrgyzstan took place in Almaty.
According to the Ministry of Energy, the meeting was attended by Uzbekistan’s Minister of Energy Jurabek Mirzamakhmudov, Minister of Water Resources Shavkat Khamroyev, Kazakhstan’s Minister of Energy Yerlan Akkenzhenov, Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, Kyrgyzstan’s Minister of Energy Taalaibek Ibraev, and Deputy Minister of Water Resources, Agriculture, and Processing Industry Almaz Zheenaliev.

The parties discussed in detail issues related to the sustainability of the region’s water and energy system, the coordination of seasonal loads, and the further improvement of mutual assistance mechanisms. The parties agreed on the parameters of future water and energy cooperation. Given the challenging situation at the Toktogul Reservoir, the participants decided to support one another through mutual electricity supply and to coordinate joint efforts to successfully navigate the heating season and prepare for the upcoming vegetation period.

Kazakhstan and Uzbekistan confirmed their readiness to supply electricity to Kyrgyzstan during the autumn-winter period. This will enable the Kyrgyz side to reduce winter electricity generation and accumulate water in the Toktogul Reservoir, which will be directed to Kazakhstan and Uzbekistan during the vegetation period to ensure stable irrigation of agricultural lands.
The meeting also resulted in an agreement to adopt joint measures to optimize energy consumption, increase savings, and ensure energy efficiency across the region. The ministers emphasized that their cooperation is carried out in a spirit of good neighborliness and is aimed at strengthening energy security and stability throughout Central Asia.
Following the meeting, a trilateral protocol was signed, legally confirming the volumes of winter electricity supplies and the accumulation of water for the 2026 vegetation period.
