Measures to improve the quality of education and upbringing in schools reported

President Shavkat Mirziyoyev got acquainted with a presentation to improve the quality of teaching music, physical education, and military-patriotic education in schools.

This was discussed at a meeting with teachers at the National Institute of Pedagogical Excellence on September 30. The Head of state emphasized the importance of these three areas for forming students’ personalities and pointed out the relevance of improving their teaching.

For example, 21 percent of school music teachers have only secondary specialized education, and some do not play musical instruments. The reason for this is the lack of a system for improving the practical qualifications of music teachers and insufficient interaction with music schools and art schools. As a result, graduates of cultural institutes cannot work as teachers.

In this regard, several measures are proposed to improve the quality of teaching in schools.

In particular, the level of knowledge and professional skills of music teachers will be assessed, a system for improving their qualifications will be created, teaching aids in this area will be developed, and a new procedure for assigning categories for teachers will be introduced.

Based on the positive experience of the Turan School Theater, art groups “Iqtidor” will be created in schools. In addition, graduates of higher education institutions who studied in the direction of “Music and Art” will be allowed to work in schools.

It was also noted that regional music and art schools should be attached to comprehensive schools as support institutions and hold regular competitions to identify talented students.

The broad involvement of young people in mass sports is also an important task.

Schools conduct classes in 22 Olympic, 19 non-Olympic, and 4 national sports. However, physical education teachers do not have teaching aids, and student selection is not systematic.

In this regard, physical education teaching aids will be developed, and curricula will be improved. A national system for assessing physical education teachers’ knowledge and professional skills is being introduced. School sports clubs will be created everywhere from the new academic year. In addition, a new procedure for assigning categories to teachers and a sports rating system for schools will be developed.

Modern realities also require an improvement in the patriotic education system, for which military personnel and teachers of primary pre-conscription training should serve as an example. Currently, about 10,000 such teachers work in schools, but 27 percent of them are not specialists, and 2,750 schools do not have the conditions for teaching this subject.

Therefore, the staff of primary pre-conscription training teachers is now transferred to the Ministry of Defense. From now on, the Armed Forces Reserve military personnel will be accepted for this position. New curricula and textbooks will also be developed. Each district and city will organize a School of Courage based on one school. 

The responsible persons presented information on plans for organizing work in this direction. The Head of state gave instructions on fundamental changes in the system of training teachers in the specified profiles in higher education institutions, increasing qualification requirements, and improving the quality of education.
