The reports of the heads of the Bureau of Forced Execution under the General Prosecutor’s Office of the Republic of Uzbekistan and relevant responsible persons were heard on these issues.

The meeting was attended by Deputy Prime Minister, Prosecutor General of the Republic of Uzbekistan, heads of “Uzbekenergo” and “Uztransgaz” companies, representatives of responsible departments.

Particular attention was paid to the state and problems of uninterrupted provision of the population, production facilities and social institutions with natural gas and electricity, making payments on them.

Mistakes and shortcomings in the activities of “Uzbekenergo” and “Uztransgaz” companies, problems related to strengthening payment discipline, preventing illegal use of energy resources, reducing receivables hampered the consistent implementation of tasks and achievement of goals set for the industry. The lack of effective measures against consumers who did not fulfill contractual obligations, delaying activities on implementation of an automated system of accounting and control led to a sharp increase in debt, theft and evasion of payment for consumed energy.

According to the Decree of the Head of our state Shavkat Mirziyoyev “On measures of further strengthening payment discipline in the sphere of supply and consumption of electric power and natural gas, as well as on radical improvement of the executive enforcement system” of May 29, 2017, activities in the sphere are being radically improved. Bureau of Forced Execution has been established under the General Prosecutor’s Office of the Republic of Uzbekistan.

The main tasks of the Bureau are a sharp reduction in arrears for energy resources, prevention of illegal connections to electricity and gas supply networks, ensuring unconditional execution of judicial acts and acts of other bodies. In accordance with the decree, the tasks and powers of the abolished Judicial department under the Ministry of Justice were transferred to the Bureau. Now forced execution of judicial acts and acts of other bodies is carried out by state executors of the Bureau.

As a result of consistent reforms at the initiative of the President of our country and activities of the Bureau of Forced Execution, 5 trillion 400 billion sums of debts were collected in June-September of this year, including 3 trillion 400 billion sums for electricity, 2 trillion sums for natural gas.

The results are also achieved due to the outreach work with individuals and legal entities. Over the past period, 182 violations were revealed, which could inflict damage to the State budget in the amount of 171 billion sums, corresponding measures were taken.

However, there are many problems in the sphere that are awaiting solution. Their reason is the lack of initiative in issues of introduction of new methods of work in the system of “Uzbekenergo” and “Uztransgaz”, weak control and management, the allowed theft facts.

Shavkat Mirziyoyev noted that taking into account the negative influence of negligence and outdated approaches of the heads of some spheres to preparation and conduction of autumn/winter season for the development of the country’s economy and the growth of the well-being of the population, it is necessary to take appropriate measures in time on eradicating such cases and introduce new methods of organizing activities.

At the meeting, which was held in the spirit of critical analysis, issues related to the activities of the Bureau of Forced Execution, collection of debts, disclosure of offenses, ensuring the execution of judicial acts, organizational and legal measures were considered.

The Head of our state gave instructions on further improvement of activities of the Bureau of Forced Execution, broad introduction of modern information and communication technologies, expansion of interaction with officials of the industry and makhalla activists.
