Lawmakers Discuss Welfare Measures

The deputies of the Legislative Chamber (lower house) of the Oliy Majlis of the Republic of Uzbekistan convened for a regular session on July 10.

The agenda of the lower house meeting included the bill on the sanitary-epidemiological welfare of the population, in its second reading, along with other issues that the Legislative Chamber has the power to deal with.

Earlier, all these issues had been deliberated on during meetings of all parliamentary groups of political parties and that of the Environmental Movement of Uzbekistan, as well as the “Bloc of Democratic Forces” that is made of deputy groups of the Liberal Democratic Party of Uzbekistan and the Milliy Tiklanish (National Rebirth) Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan. Particularly, the legislators pushed forward a number of proposals and recommendations on the draft law “On the Sanitary-Epidemiological Welfare of the Population”, deriving from the directions of their electoral platforms.

The regular session of the Legislative Chamber started, thus, from the article-to-article discussion of the draft law of the Republic of Uzbekistan “On the Sanitary-Epidemiological Welfare of the Population” that was worked out in accordance with the State Program “The Year of Healthy Child”. The objective sought from the bill is to regulate relations in the field of securing sanitary-epidemiological welfare of the populace.

When elaborating the draft law, specialists examined the current state of the legislation on the sanitary supervision and law enforcement practice, the problems existing in this sphere, the experience of legal regulation of issues pertinent to providing for the sanitary-epidemiological welfare in a number of foreign nations.

As it was noted during the session, the normative basis for this sphere was founded on the Law “On State Sanitary Control” passed in 1992, which has helped ensure, first and foremost, the elevation of the quality of medical services provided to the population, prevention of the spread of infectious and parasite-caused diseases as well as the sanitary-epidemiological stability.

Notwithstanding the numerous positive results achieved in the field, a need has emerged to further perfect the legislation deriving from the requirements of the current days. This is the major reason behind the importance of adopting a new law of the Republic of Uzbekistan “On the Sanitary-Epidemiological Welfare of the Population”.

It is noteworthy that the draft of the new bill, along with the improvement in the legal foundations in the sphere, introduction of sanitary norms and rules when conducting prophylaxis measures, creation of sustainable system of complying with hygiene rules, state supervision for the provision of sanitary-epidemiological welfare of the population, covers priority tasks related to bolstering the participation of civil society institutions and uplifting the responsibility of citizens in this process.

During the deliberations on the draft law, representatives of all parliamentary groups of political parties as well as the deputy group of the Environmental Movement of Uzbekistan spoke and unveiled their positions.

The discussion of the bill is expected to be continued at the next meeting of the Legislative Chamber of Oliy Majlis.
