Kotaro Okada: “We highly appreciate the ideas of the President of Uzbekistan regarding the Constitution”

An employee of the Center of the International Cooperation for Computerization (CICC) Kotaro Okada (Japan) commented on the meeting of the President of Uzbekistan with members of the Constitutional Commission.

Mr. Kotaro Okada noted that Uzbekistan has a good tradition, which is respecting every individual's dignity. In this respect, the peoples of Japan and Uzbekistan are similar. He was impressed by the unique mahalla institution in the country, which was reflected in the speech of the Head of the state. 40-50 years ago in Japan, there was a similar social structure – “Cho-nai-kai”. At that time, there was constant communication between neighbors. In modern Japan, where many people are used to communicating with each other using a smartphone and through social networks, direct contact between people and neighbors is unfortunately devalued. In this sense, the views of the President of Uzbekistan on the need to further increase the importance of dialogue between citizens, and the role of the mahalla institution in the Constitution deserve high praise.

According to Mr. Kotaro Okada, it is also important to ​​strengthen the obligations of the state to protect the right of citizens to housing, guarantees of inviolability, and provision of housing for those in need. At present, the digitalization of property is of great importance. In Japan, there is a statistical accounting system storing housing information electronically. The transition to a digital society requires the improvement of the rights and rules of property ownership.

At the same time, the digital economy and digital society are a priority in the development of the country. Therefore, it is important to consider to what extent the constitutional reform reflects the ways of ensuring human rights.
