Workshop on “Actual issues of ensuring financial stability of NGOs: experience of Germany and national practice” was held in Tashkent.

The event was organized by the National Association of NGOs of Uzbekistan and the representative office of the Friedrich Ebert Foundation (Germany) in Uzbekistan.

The main goal of the workshop is to establish a mutual exchange of experience in issues of strengthening the legal framework of ensuring the financial stability of NGOs, further improving the organizational forms and mechanisms of financial support of their activities.

The workshop was attended by members of the parliamentary commission for administration of the funds of the Public Fund for support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan, deputies, representatives of ministries and departments, training and scientific research centers, the delegation of the European Union, as well as other international organizations, public structures, the mass media.

Chairman of the Council of the National Association of NGOs of Uzbekistan A.Karimov, Regional Director of the Friedrich Ebert Foundation for Central Asia H.Kiefer and others noted that participation of NGOs in state and public administration is increasing in Uzbekistan.

In our country, a solid legislative and normative legal framework for the formation and development of NGOs has been established. Important relevant norms are enshrined in the Constitution of the Republic of Uzbekistan, the laws “On NGOs”, “On guarantees of activities of NGOs”.

Within the framework of the event, views were exchanged on the legal basis of ensuring the economic independence of NGOs, possibilities of allocating additional funds and resources for the state support of their activities, and the provided benefits.

In accordance with the joint resolution of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan “On measures for strengthening support for NGOs and other civil society institutions” of July 3, 2008, the Public Fund for support of NGOs and other civil society institutions under the highest legislative body of our country, is operating. This, in turn, contributes to an open and equitable distribution of funds allocated from the State budget for supporting the “third sector”.

Foreign experts told the participants about new convenient methods of financial support and attraction of funds to NGOs and other civil society institutions. The need for further strengthening cooperation between the “third sector” and the mass media was emphasized.

As a result of the event, proposals and recommendations were developed on formation of financial sources of NGOs, improvement of mechanisms for their development. Journalists received detailed answers to their questions.
