Information Message on the Announcement of the Parliamentary Opposition in the Legislative Chamber of the Oliy Majlis

On March 16, 2015, at the Legislative Chamber of the Oliy Majlis, a meeting of the faction of People's Democratic Party of Uzbekistan on discussing the position of this faction in relation to created Block of democratic forces, making up parliamentary majority was held.

At the meeting, it was noted that, following the elections taking its rightful place in the Legislative Chamber and forming its own faction, PDP of Uzbekistan received the necessary opportunities for further promotion of their program objectives and interests of those voters who supported the candidates of the party.

Participants of the meeting discussed the issues of further promotion of ideas and objectives identified in the pre-electoral platform of the party in detail and developed their position in relation to the decision of the parliamentary factions of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan and the Democratic Party of Uzbekistan “Milly Tiklanish” who announced their union in Block of democratic forces, composing parliamentary majority.

It was emphasized that the People's Democratic Party of Uzbekistan has its own point of view set out in its pre-election Program on addressing a number of important economic and social objectives envisaged by the Program of Action of the Government.

In this regard, in accordance with the article 25-1 of the Constitutional Law “On the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan”, decision on declaring the faction of People's Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis as the opposition to the Block of democratic forces, composing the parliamentary majority.

Based on the previous experience of the faction of PDPU faction as the parliamentary opposition, as well as taking into account the program objectives of the party, the faction will promote the idea of strengthening the regulatory role of the state in the economy, providing its social orientation and implementation of a strong social policy, the use of the growing economic potential for the continuous improvement of living standards, social protection of the population, especially vulnerable and low-income strata.

Among the program priorities of PDP of Uzbekistan there are issues of developing and implementing of sound and modern mechanisms of determining the subsistence minimum standards (market basket), and ensure compliance with these standards, minimum wages and pensions in the country. An important factor affecting the welfare of the population, the party also considers the optimization of the cost of public utility services rendered by improving the state regulation of tariffs for these services.

The party also advocates the introduction of a completely new and modern methods of organization of employment, strengthening parliamentary control over the unconditional implementation of the program of creating workplaces, especially graduates of secondary and higher educational institutions, as well as for ensuring the relationship of key parameters of the most important socio-economic programs with the number of stable workplaces created in the course of their implementation.

For these priority issues NDPU is ready to offer and defend its solutions that do not coincide with the program positions of parties, factions that united into a Block of democratic forces.

The relevant statement of the faction noted that the NDP faction of Uzbekistan intends to actively and responsibly use legally prescribed mechanisms of inter-party competition in the Legislative Chamber, the rights and powers of the parliamentary opposition for aggressively pursuing parliamentary means of political priorities and program objectives of the party, consistently express and defend the interests of those segments of the population who need social support from the state and society and secure social guarantees, contribute to the effective integration of these interests in developing, discussing and adopting in the Legislative Chamber of the laws and other legislative acts.

On the same day at the Legislative Chamber of the Oliy Majlis, briefing of the faction of PDPU for domestic and foreign mass media accredited in Uzbekistan was held.

Representatives of the parliamentary faction gave detailed information on priorities of the faction, priorities as parliamentary opposition. Journalists received comprehensive information on all issues of mutual interest.

On the agenda – the issue of declaring the faction of SDPU “Adolat” in the Legislative Chamber of the Oliy Majlis as the opposition faction of the parliamentary majority.

Participants of the meeting discussed their further actions in the light of the parliamentary factions of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan and the Democratic Party of Uzbekistan “Milliy Tiklanish” which announced their merger in the “Block of democratic forces”, composing parliamentary majority.

Members of the faction noted that there are some differences in positions of the Social Democratic Party “Adolat” and the newly created “Block of democratic forces” on priority areas and ways of further socio-economic and socio-political development of the country.

It was emphasized that such important issues for SDPU “Adolat” as tightening of social responsibility of business, active development of public-private partnership, strengthening the state control in the sphere of ensuring protection of intellectual property; providing tax breaks to companies with social and community benefits from their activities are not sufficiently reflected in the ideas and directions of joint activities of the parliamentary majority.

In this regard, guided by the norms of the Constitutional Law “On strengthening the role of political parties in renewal and further democratization of state governance and modernization of the country” at the meeting, unanimously decision was taken on declaring SDPU “Adolat” in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan as the parliamentary opposition.

Pursuant to the norms of the law, faction of a political party, which proclaimed itself as a parliamentary opposition along with prescribed law for factions with powers has the right to:

to make an alternative version of the draft law together with a report on the appropriate issue of the responsible committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan;

to record a plenary session of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan its dissenting opinion on the discussed issues;

on the guaranteed participation of its representatives in conciliation commission on rejected law by the Senate of the Oliy Majlis of the Republic of Uzbekistan.

Participants of the meeting noted that the faction of SDPU “Adolat” as an opposition faction, using guarantees and rights provided by law, will consistently express and defend the interests of its electorate by parliamentary means – highly skilled professionals and workers, representatives of scientific and engineering intelligentsia, teachers, doctors – all those who want to see Uzbekistan as a strong, authoritative, self-sufficient country, to live in inter-ethnic harmony and social justice.
