At an enlarged meeting of the Committee on Labor and Social Issues of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, information of the Ministry of Labor and Social Welfare and Tashkent regional khokimiyat on the implementation in the first quarter of 2015 of the main guidelines and parameters of the Program of creating workplaces and ensuring employment in 2015 was heard. It was attended by deputies of the Legislative Chamber of the Oliy Majlis, heads and employees of the Ministry of Labor and Social Welfare, Tashkent regional khokimiyat and relevant ministries and agencies, as well as mass media representatives.

The main purpose of the meeting is to study the implementation in the first quarter of 2015 of the main parameters of the Program of creating workplaces and ensuring employment in 2015, including ensuring creation of new workplaces and stable operation of the previously created workplaces, development of effective forms of employment. In addition, the program covers the implementation of measures providing for specific purposes in the labor market, as well as current tasks on identifying issues that require authorization, increase the responsibility of officials for the implementation of the Program.

According to the information of the Ministry of Labor and Social Welfare, presented for deputies, 141,1 thousand workplaces were created in the republic in January-March this year. In addition, special emphasis is placed on the fact that 62,6% of new created workplaces or 88,3 thousand are accounted for rural inhabitants. In accordance with targeted programs of socio-economic development of the regions, 28,6 thousand workplaces were created as a result of the implementation of 4,6 thousand projects.
– Reducing the size of single social payment for micro firms and small businesses, farms from January 1, 2015 with 25% to 15% stimulated the creation of new workplaces. As a result, due to the development of individual entrepreneurship, farming enterprises, crafts, family businesses, employment of 112,5 thousand people was provided – says the head of department of analysis of employment and regulating the volume of work of the Ministry of labor and social protection of the population Erkin Avezov.
However, in the course of the meeting, the execution of the Program of job creation and ensuring employment in the first quarter in Tashkent region was thoroughly discussed. The information indicated that in accordance with the program of employment it is planned to create 87,2 thousand new workplaces in Tashkent region in 2015, of which 11,4 thousand are created in the first quarter or plan is executed by 102,9%.

– At the meeting, deputies noted that a major priority is to create workplaces through the introduction of new facilities, modernization, re-equipment of production and full use of new capacities, accelerating the development of industry, construction, services, increasing the volume of infrastructure construction, communications and housing, – said a member of the Committee on Labor and Social Issues Jamol Nosirov. – Another important issue – the development and empowerment of small business’ opportunities, in the first place, individual and family businesses, farms and crafts. There are some problems and disadvantages along with the positive work on employment by reduction of non-performing business activities in the sphere. Of course, for addressing them we have to effectively use relations of social partnership and identify measures on addressing specific tasks.

At the end of the meeting, an appropriate decision on the execution in the first quarter of 2015 of parameters of the Program of creating workplaces and ensuring employment in 2015, especially ensuring preservation of created workplaces and their effective functioning, further increase the responsibility of relevant ministries, organizations and agencies on employing unemployed, graduates of professional colleges and women, disabled and the socially vulnerable strata of the population, as well as eliminating shortcomings.
