Ibrahim Abdurakhmanov: “Innovative economy will be created by creative personnel”

The Head of state addressed the Oliy Majlis and the people of Uzbekistan.

The Minister of Innovative Development Ibrahim Abdurakhmanov expressed his opinion on the priority tasks defined in the Address.

“We listened to the Address of the President with great interest”, says I. Abdurakhmanov. – The main attention is paid to education. It is noted that along with the expansion of the scale of education, it is required to raise its quality. The Head of state focused on the need to develop creativity and critical thinking in students. Indeed, today’s realities, trends in human development require not the indifferent fulfillment of the tasks set, but a creative approach to solving any problem.

Creative vision, creative thinking in people, the ability to solve the most complex issues will be in great demand. The tasks for an even wider development of human capital through the development of creativity, entrepreneurial skills and rationalization are also indicated in the new Strategy for Innovative Development of the Republic of Uzbekistan for 2022-2026, approved by the President.

Every year, new personnel with higher education enter the labor market. Our current task is to employ them. To this end, the Innovative Development Strategy provides for the task of creating new jobs by launching industries that require high intellectual knowledge. They should become a driving force in the formation of a creative economy in Uzbekistan. The creative economy is the economy of the future. It relies on innovation, new ideas, creative products. At the same time, the development of technologies is of great importance, which is consonant with the opinion of the Head of state on the need to attract young people to engineering specialties. I think that the Engineering Schools” mentioned in the Address will become the foundation for creating a creative economy. The creation of schools for training engineers in the structure of different industries will serve the harmonious cooperation of the education system with production, an important step for the integration of education, science and production.

In recent years, funding for science and innovation has significantly expanded in the country. In 2022, 1.5 trillion UZS were allocated to this area, which is six times more than in 2017. The salaries of scientists have been increased by 4.5 times.

The task set before science is to achieve concrete results in the development of biotechnologies, nanotechnologies, saving natural resources, increasing soil fertility and productivity, construction and industry. Investment in science will serve to achieve these goals. The plans for the coming year include 1.8 trillion UZS for science, which will serve as an important step towards new achievements.

Currently, digitalization and the deepening of scientific research are the innovative drivers of the world. In the Address, special attention is focused on these sectors, the need for digitalization of the water management and the energy sector is noted. The analysis of this year’s Global Innovation Index shows the need for the digitalization of all industries and the development of science to create an economic miracle. All this is closely related to the quality of education.

2023 has been declared the Year of Human Care and Quality Education, which requires innovation to serve the path of human well-being and the preparation of highly qualified personnel for our science.
