At the plenary session of the Global Forum on Human Rights Education, the participants discussed the implementation of the UN Declaration on Human Rights Education and Training and the World Programme for Human Rights Education. The principles and approaches to effective education in human rights were considered.
Taking into account modern problems, the experience of different countries on the introduction of modern technologies in human rights education, achievements and conclusions was analyzed. Acting Regional Representative at OHCHR ROCA, Fabio Piana, moderated the first session on a global approach to this theme.
Director of the National Center for Human Rights of the Republic of Uzbekistan, Akmal Saidov, noted that in the context of reforms related to building New Uzbekistan, the principle of “person, his rights, freedoms, especially his dignity – the highest values” receives special recognition. The long-standing principle “state – society – person” in the Development Strategy of New Uzbekistan has been replaced by the principle “person – society – state”. Human rights education is one of the priorities of the state policy for the formation of a culture of human rights in Uzbekistan. This is evidenced by the adoption by the Oliy Majlis of the National Action Program for the implementation of the provisions of the UN Declaration on Human Rights Education and Training in 2019 and the full implementation of the roadmap for the implementation of this National Program until December 2021.
Within the framework of the forum, parallel sessions were held on the “Principles and approaches of formal education in human rights: global, regional and national experience”. The participants discussed best practices in formal and non-formal human rights education, considering the development of technology and Internet resources, innovative, gender and inclusive approaches in the sphere, and presented new initiatives.
