Eldor Tulyakov, Executive Director of the Development Strategy Centre, is visiting the regions in Fergana Valley to get acquainted with the work being carried out by the sectors to improve the living standards of the population, provide employment, and deal with appeals, and solve the existing problems.
On April 22-23, E. Tulyakov visited Fergana region and got acquainted with the activities of social facilities and industrial enterprises in Yazyavan district and Quvasoy city. He also held face-to-face talks with citizens, paying special attention to measures taken by the sectors to create jobs through the expansion of local entrepreneurship, while improving the infrastructure of the region.
On April 2, 2019, the Decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev “On measures to radically enhance the role of the mahalla institute in dealing with the problems of the population” was adopted. According to the document, a system of cooperation based on the principle of “mahalla – sector – people’s reception – mahalla” has been introduced to work with appeals, and identify and solve problems of the population. The main direction of this system is to identify problems and take measures to eliminate them jointly, to establish effective public control. According to the decree, the chairmen of citizens’ assemblies provide information on the current issues to the heads of sectors and the People’s Reception every quarter.
“There is no big or small problem, because if a small problem of people is solved, it leads to great success”, – said E. Tulyakov. – On the contrary, they can accumulate and cause significant socio-economic problems. Behind every appeal that has been resolved, there is a change and renewal in the lives of hundreds of people. Satisfying people is a key criterion of today’s reforms. That is why today we keep pace with the times, sincerely try to find solutions to existing problems, to share the joys and sorrows of the people. We are helping the socially needy, people who are deprived of a steady income. If local leaders and deputies spend a lot of time among the people and find timely solutions to existing problems, our citizens believe in the power of justice and truth, in life and the future.
Solving the problems of the population, and improving living conditions and quality of life is one of the priorities of public policy today. Therefore, the issues raised by mahalla activists are being studied on the spot together with district officials and are being settled in the prescribed manner.
It should be noted that the principle “Not people should serve government agencies, but government agencies should serve our people” which is put forward by the President and is becoming more and more deeply rooted in our lives, creates the basis for our compatriots to live a happy life.
