During the trip of the Head of state to Bukhara on January 21-22, 2021, officials were assigned specific tasks to further improve the well-being of the population, strengthen the infrastructure of cities and districts, further expand engineering and communication networks, reduce unemployment, develop agriculture, industry, entrepreneurship and services, ensure the socio-economic development of the region as a whole. In particular, it was determined to ensure the implementation of 214 priority tasks, consisting of 143 points.
In recent years, special attention has been paid in the region to the liberalization of socio-economic spheres, the elevation of human dignity and the creation of decent conditions for a prosperous life for people. In particular, several tax reforms have been implemented aimed at increasing the income of the population and stimulating production, reducing the role of the state in the economy, taking into account open proposals from the public, the phased privatization of state-owned enterprises and the introduction of market mechanisms in the resource distribution system.
In 2022 alone, the volume of gross regional product in the region amounted to 45.8 trillion UZS, and the volume of industrial production – 27.2 trillion UZS. The volume of agricultural production increased by 103.6 percent, and services by 115.8 percent. The forecast of budget revenues for 2 trillion 827 billion UZS was fulfilled by 3 trillion 232 billion UZS or by 114 percent, that is, with an excess of 360 billion UZS. The plan set for the local budget has been fulfilled by 120 percent.
More than 469,000 proposals were submitted as part of the Participatory Budgeting program. 280 proposals for 144 billion UZS were recognized as winners. In 2022, it was planned to employ 405,500 people in all areas and directions, and in practice, this figure amounted to 464.7 thousand people.
During 2022, with the assistance of hokim’s assistants working in mahallas, 912 billion 300 million UZS of preferential loans were allocated to 39,345 individuals and legal entities. In accordance with the regional program of Bukhara region, 732 projects were launched in 2022 for $853 million. 14,787 new jobs were created. In 2022, the plan for the development of foreign direct investment and loans for $304.9 million was fulfilled by $317.1 million, or 117 percent compared to the previous year.
Based on the localization program, in 2022 it was planned to launch the production of import-substituting products for 434.2 billion UZS within 130 projects in the region. In January-December last year, more than 250 types of import-substituting products worth 1.3 trillion UZS were produced, the plan was fulfilled with an excess of 870 billion UZS, or 3 times. The import efficiency indicator was $115 million.
As part of the implementation of the tasks outlined during the visit of the Head of state, a bus station in Vabkent district was built and put into operation on the terms of a public-private partnership. To employ unemployed youth in Bukhara region, 11,208 young people were allocated loans for 238.2 billion UZS. To provide natural gas to a small industrial zone located in the citizens’ assembly of “Mingchinor” mahalla of Shafirkan district, a separate production network with a capacity of 10 thousand m3/hour was built on the territory of the Shofirkon-2 gas distribution station. An industrial network with a capacity of 25 thousand m3/hour was built on the territory of the Gijduvon gas distribution station to create favorable conditions for doing business in Gijduvan district and ensure a stable supply of natural gas to the production facilities of the industrial zone.
Monitoring in real-time through the Billing system of JSC Uzbektelecom was created at the Ministry of Public Education to monitor the use of the Internet in secondary schools and control the targeted spending of the state budget funds allocated for these services. All 544 citizens’ assemblies of mahallas of the region are provided with high-speed Internet services in a prescribed manner.
The Committee for Roads is developing design and estimate documentation for the construction of a 3-kilometer ring road connecting 270 km of the 4P-48 “Zarafshon Trakti” highway with the M-37 “Samarkand – Bukhara – Ashgabat – Turkmenbashi” highway. In accordance with the protocol of the meeting of the Presidium of the Cabinet of Ministers of June 25, 2021, the necessary funds were allocated for the development of a drinking water supply system for 17 settlements of citizens’ assemblies of the “Sayet”, “Solur”, “Poykent”, “Qorakul” and “Shurobod” mahallas that were not included in the project area of Karakul district, and their connection to the “Dustlik” water facility.
1088 service centers (containers) have been organized in 544 mahallas of the region to develop the service sector in the region and attract the population to entrepreneurship. For centrally installed containers, preferential loans for 15.5 billion UZS were allocated.
57.5 billion UZS were allocated from the state budget for the restoration and conservation of 25 emergency cultural heritage sites in Bukhara region in 2022. Currently, design estimates for these facilities are being developed.
Large-scale work has also been carried out within the framework of the “Obod Qishloq” (Prosperous Village) and “Obod Mahalla” (Prosperous Neighborhood) state programs. Not only crop areas, orchards and vineyards of the region, but also residents of dozens of villages received access to clean drinking water. Thus, the reforms carried out in the region in all areas are yielding good results.
