The event, held by the Institute for Macroeconomic and Regional Studies in cooperation with the Asian Development Bank, was devoted to assessing developing activities in Uzbekistan.
The implementation of programs and projects with the participation of domestic and foreign experts, the creation and improvement of a system for assessing their impact on socio-economic development, the activities of the ADB Independent Evaluation Department, and the role of analytical centers in the use of evaluation data were considered at the event.
Muzaffar Karimov, project manager of the Institute for Macroeconomic and Regional Studies, expressed his opinion on the topic and drew attention to the essence and significance of the Guide to the evaluation of investment projects with the participation of public funds, prepared by a group of experts with the support of ADB.
“It is important to increase the knowledge of specialists of the bodies involved in strengthening the efficiency of the use of investments about the features of the analysis and evaluation of project proposals submitted for financing from public funds. Institute for Macroeconomic and Regional Studies prepared a Guide to the evaluation of investment projects implemented with the involvement of public funds. The guide defines the general requirements for analyzing investment projects' feasibility and performance indicators financed from centralized sources. Using this manual will allow for correctly assessing the indicators and results of investment projects at all stages, determining their attractiveness, and comparing parameters with the best ways to implement them to select priority investment projects”, M. Karimov said.
Director General for Independent Evaluation at Asian Development Bank Emmanuel Jimenez stressed the importance of practical cooperation between the parties in determining the benefits of Uzbekistan’s transition to a market economy and assessing the effectiveness of measures to make informed decisions.
During the discussion of the issues, the participants noted that the activities of analytical centers and the cooperation of domestic and foreign experts in the use of data related to the evaluation of the effectiveness of investment projects with the participation of public funds are of great importance for practice.
