The PPP Development Agency under the Ministry of Finance together with the World Bank Group organized an international workshop on “Development of public-private partnership: foreign experience and prospects for the Republic of Uzbekistan”.

The PPP Development Agency under the Ministry of Finance together with the World Bank Group organized an international workshop on “Development of public-private partnership: foreign experience and prospects for the Republic of Uzbekistan”. It was attended by representatives of ministries and departments, members of the Senate of the Oliy Majlis.

It was noted that the legal basis for development of PPP in the country is currently being formed. In particular, a draft law “On public-private partnership” was developed and submitted to the Cabinet of Ministers for consideration.

Participants reviewed aspects of PPP projects implementation in various sectors, mainly in transport and roads. Jeff Delmon, a Senior PPP Specialist of the World Bank, explained practical details of agreements between public and private partners using practical examples. Lead Infrastructure Finance Specialist of the World Bank Richard MacGеorge, spoke about development of a financial plan by investors and importance of knowledge of its features by decision makers. Issues of financing the road infrastructure and ensuring stable revenues from its use in the state budget were analyzed taking into account the experience of foreign countries.

According to the Ministry of Finance of the Republic of Uzbekistan, tasks that the PPP helps to solve, IFC’s projects on public-private partnership for development of the road network, risks associated with formation of a reliable legal framework in this area were also considered at the event.
