Deputies considered draft laws aimed at improving living standards of the population
On June 26, a regular meeting of the Legislative Chamber of the Oliy Majlis was held in Tashkent. Deputies considered a number of draft laws aimed at creating legal framework for ensuring consistency of implementation of reforms in the country in social and economic spheres on the basis of the Action Strategy.

Deputies considered a number of draft laws aimed at creating legal framework for ensuring consistency of implementation of reforms in the country in social and economic spheres on the basis of the Action Strategy.Deputies began their activity with discussing the essence and importance of the resolution "Strengthening regional and international cooperation to ensure peace, stability and sustainable development in Central Asian region" adopted by the UN General Assembly at the Plenary Session on June 22, 2018, which was developed by Uzbekistan jointly with the neighboring states of Central Asia. It was noted with satisfaction that adoption of this historic document is a practical implementation of the initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, forwarded during the 72nd session of the UN General Assembly in September 2017, in New York.
Deputies emphasized that this document will serve as an important stage in joint solution of common problems on formation of Central Asia as an integral region, capable of ensuring its development and well-being of multi-million population. It was noted that the adopted resolution will contribute to raising the Uzbekistan’s status in the international arena. Factions of political parties and deputies agreed on the importance of explaining the essence of this document at places.
Deputies considered issues included in the agenda of the meeting. They discussed a draft law, aimed at radical reforming the system of public services to the population, further improvement of the existing system, as well as providing liability for offenses in the sphere, in the second reading.
It was noted that this draft law provides mechanisms for effective implementation of the Decree of the President of December 12, 2017 "On measures of radically reforming the national system of public services to the population" and the Resolution of the President of December 12, 2017 "On organization of activities of the Agency of Public Services under the Ministry of Justice of the Republic of Uzbekistan". In particular, the law establishes status and powers of public service centers in connection with reorganization of a "single window" system for provision of services to business entities.
Deputies particularly noted that adoption of the draft law would serve as an important factor in creating more facilities in provision of public services to business entities, population, ensuring life confirmation of "moving documents, not citizens" principle.
The draft law providing for introduction of amendments to the Criminal Code and the Code of Administrative Responsibility aimed at ensuring independence of business entities and inviolability of private property became the subject of a lively discussion of deputies.
The draft law establishes toughening liability for violation of right of private property, procedure for inspections and audits of financial and economic activities of business entities, legislation on licensing procedures, forced involvement of business entities to charity and other activities, reclamation of documents from them in violation of the law, generally, for interference in legitimate business activities.
According to deputies, the adoption of this draft law will serve to further improve business environment in Uzbekistan, enhance investment in economy, ultimately – ensure wellbeing of the population.
The next draft law of the agenda of the meeting was developed for ensuring implementation of the Resolution of the President of March 23, 2018 "On additional measures for improving availability of banking services", in accordance with which amendments and additions are introduced to the laws "On banks and banking activities", "On microfinance" and "On microcredit organizations".
It was emphasized that this draft law provides for improvement of mechanisms for provision of microfinance services, strengthening consumers’ interests protection, including through introduction of rules to prevent unjustified overstatement of payments for microfinance services. According to deputies, the introduced norms will reduce debt burden on consumers of microfinance services, contributing to improvement of solvency and strengthening their social protection.
Deputies discussed the draft Law "On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan" in the first reading.
Deputies also adopted a draft law aimed at implementing tasks outlined in the Resolution of the President of May 7, 2018 "On measures of organizing activities of the Inspection on control over the agro-industrial complex and ensuring food security under the General Prosecutor's Office of the Republic of Uzbekistan". Administrative liability is being established for violation of the order of reception, storage, processing and use of agricultural products, as well as for failure to comply with legal requirements of the inspection and obstruction of its activities. In addition, amendments are being introduced to a number of laws, defining powers of the Inspectorate.
At the meeting, other issues within the powers of the Legislative Chamber of the Oliy Majlis were also discussed, relevant resolutions were adopted.
