During his trip to Namangan, President Shavkat Mirziyoyev visited the “Firdavs” day care center, established based on a public-private partnership.
In accordance with the Constitution of the country and the social protection strategy, the policy of caring for people has expanded significantly, and social services have become more accessible to those who especially need them. In particular, since March of this year, a system of day care for children with disabilities has been introduced in Uzbekistan. Such projects are implemented within private initiatives with state financial support in the form of subsidies.

The “Firdavs” day care center, organized by entrepreneur Sayyora Qosimova, is one such example. The facility is designed for 36 places and provides specialized educational and rehabilitation services for nine hours a day. Children here participate in individual educational and training programs conducted by qualified specialists, including a neurologist, defectologist, surdologist, audiologist, teacher, and psychologist.

Mothers whose children benefit from the center’s services expressed their gratitude to the President for his attention and support. They noted that previously, such children would often remain at home and be isolated from society. Now, thanks to the new system of social protection, they have access to inclusive education, engaging activities, and life skills. For families with special-needs children, this has become a tremendous help and a source of peace of mind.

The President emphasized that in the country, no one should be left without care and that the scale of such social projects will only continue to expand.
The Head of State also reviewed the activities of the limited liability company Faol Hayotga Qadam Besh Xizmat.

The center was established this year by entrepreneur Khosiyat Ortiqova with her personal funds. It provides modern conditions, as well as medical and rehabilitation services, for people in need of constant care. The facility is designed for 16 people.

Every day, eight-hour sessions are conducted here according to individual programs designed to restore health, expand functional abilities, and help individuals return to a full life. The first results have already been achieved: eight people have improved their self-care skills, and five of their family members have found employment.

Thus, the “Step to an Active Life” program and day care services are helping people return to healthy lives, while supporting families in strengthening their social and economic well-being. Thanks to these services, positive changes are taking place not only in the lives of individuals but also in society as a whole.
To date, 600 entrepreneurs across the country have joined the public-private partnership program in this field, including 46 in Namangan region. Nationwide, the “Step to an Active Life” program covers 24,000 citizens in need of assistance, while about 3,000 children with disabilities benefit from day care services.
