Criminal liability for fraud and illegal circulation of crypto-assets on the Internet is being determined

The Committee on Innovative Development, Information Policy and Information Technologies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan organized a workshop on the draft law “On introducing amendments and addenda to the Criminal, Criminal Procedure Codes and the Code of Administrative Responsibility of the Republic of Uzbekistan”.

The draft law aims to prevent offenses in digital technologies and the circulation of crypto-assets.

– Today, when using the Internet, there are cases of demand for money or other material goods from citizens by intimidation by blocking their mobile devices, accounts, and channels on social networks and instant messengers, distributing malware, deleting, changing, or confiscating their information, – said MP Gulbahor Saidganiyeva. – The number of offenses such as illegal cryptocurrency mining, mining of anonymous crypto-assets, and changing the international identification code of a mobile device without the permission of the legitimate manufacturer is also increasing. The draft law defines criminal liability for fraud, illegal circulation of crypto-assets and mining on the Internet, and administrative liability for changing the international identification code of a mobile device without the permission of the legal manufacturer, as well as for the development, transfer of special programs for this purpose or their use.

As noted at the event, persons involved in the trafficking and mining illegal crypto-assets are exempt from criminal liability in cases where they voluntarily report the preparation or commission of such a crime and actively contribute to its disclosure.

Deputies and industry experts made proposals to improve the draft law.
